Under cover of night, wielding binoculars and walkie talkies, the Peepers take to the city's rooftops, on the prowl for the perfect peep. Led by eagle-eyed manchild Steve Sherman, this rag-tag crew of compulsive voyeurs prides themselves on peering into the lives of others — but their own single-minded lives are about to change. Enter Annette Fulvish, a brazen university professor who turns the tables by setting her sights on the Peepers themselves. Soon it's a battle royale for rooftop supremacy, and Steve Sherman is finding himself on the worst cold streak of his illustrious career. Will these die-hard obsessives manage to defend their turf, or will Peeping as they know it never be the same?
